From my point of view study a second language is very important in this society, althought not all people can learn it. Maybe, if the government gave ease to learn another language different to your native language, people'd learn a foreign language. Another problem for the people that want learn a foreign language is the time because is very common than people are busy. I recommend that If you can and want, you can do it.
